Appeals Procedure
The appeals procedure can be activated when the full assessment process has been completed, including the Right of Reply outlined above, and agreement cannot be reached between the peer assessment team and the local youth service. The organisation has the option of Appeal should they not accept the findings contained within the Final Report.
Grounds for Appeal:
- Any individual standard(s) deemed unmet, and raised through the Right of Reply, can be appealed.
Appeals Procedure & Timetable:
- An Appeal must be made by the Board of the local youth service to
- the Board of Youth Work Ireland, and
- to the Chair of the Appeals Board.
- The local youth service can be represented by 2 people (a Board member and a Manager)
- The Assessment Team will be represented by two people (the Peer Assessment Co-ordinator and one other)
- The local youth service must indicate their intention to appeal in writing within 1 week of receiving the Final Report.
- The appeal must be submitted in writing within 1 month of receipt of the final report
- The appeal must be heard within 6 weeks of the receipt of the Final report.
- Written confirmation of the decision of the Appeals Board will be available within 1 week of the appeals hearing.
- The decision of the Appeals Board is final.
Appeals Board:
The Appeals Board will be made up of:
- An Independent Chairperson, a person of standing within the sector (TBA)
- A member of the YWI Senior Management Team
- A member of the QSF Core Group (not somebody who has been involved in the assessment being appealed)
- One other person familiar with the QS Framework
Outcome of Appeal:
- An appeal against an individual standard may be upheld or denied.
- Depending on the decision regarding individual standards, the overall outcome of the assessment may be upheld or revised.
